Patrick (Pat) Donahue is the Director of Contracts and Compliance for the Consortium for Ocean Leadership., a Washington, DC-based nonprofit. Pat’s primary responsibilities: includes drafting/revising/implementing policies and procedures; ensuring compliance, and assess and mitigate risks; preparing, evaluating, negotiating, executing and administering contracts, grants, subcontracts, cooperative agreements.
Pat has over 30 years of progressively responsible experience in Government and Commercial contracting, compliance, finance, project management and business development/capture management. His contracts background includes work in all aspects of contracts to include acquisition planning, proposal preparation, contract negotiation and contract administration. Over his career, he has effectively directed and managed contract and proposal organizations to include U.S. and international teams.
After 5 years with DCAA, Pat worked for large public corporations (Lockheed Martin, DEC, Nortel and Avaya) to mid-size to 8(a) public or private companies (FDC Corp., TCS and PREMIER Management) to non-profits (AUI/NRAO), FFRDC (CNA) and directly with several Government Agencies (DOL/DOC). Pat has a working knowledge of the OMB Circulars, UCC, FAR, DFAR and other Supplements.
Pat is a Certified Professional Contracts Manager (CPCM-Lifetime) and Fellow with the National Contracts Management Association (NCMA) and a member of International Association of Commercial and Contracts Managers (IACCM). He is also a certified Master Project Manager.
Pat has a B.S. in Business Administration and Accounting from Salisbury University and an MBA from The American Graduate University. Pat serves on the Executive Boards for the University System of Maryland’s Alumni Association International, Inc. and Salisbury University’s Alumni Association.
