Yan provides executive leadership to the corporation in directing financial, budget, strategic planning, human resource management, benefit administration, contracting and procurement activities, office management and IT functions. She has extensive experience and strong leadership skills in the financial management of contracts and grants for both government agencies and private foundations. She has over 18 years of experience as a financial officer; first with George Washington University, then in 1995, she joined Ocean Leadership (JOI and CORE divisions) as Director of Contracts and Director of Finance. Since 2000, she has been the Chief Financial Officer. Her job also entails the management of all Ocean Leadership grants, contracts, unrestricted budgets, and investment portfolios. This includes supervising an automated accounting and travel system; supervising the day-to-day activities of all accounting, finance and procurement functions; preparation, negotiation, evaluation, execution and administration of prime contracts, subcontracts, and other awards; ensuring Ocean Leadership’s compliance with existing laws, government regulations, and terms and conditions of various grants and contracts; and audits. Yan is also responsible for formulating and presenting financial and accounting information to the CEO, senior staff, and the Board of Directors.
Yan is a member of the National Society of Accountants.
Yan was born in Liaoning, P.R. China and came to George Washington University for her MBA in the mid 1980s. Yan lives in Maryland with her husband and two children, Merrie and Michael.
